Can 20 inch rims bolt on a 1965 Mercury Comet without cutting the fenders or wall?

I seriously doubt it...

The rim size isn't the issue, it's the DIAMETER OF THE TIRE! Until that is known NO answer can be given. Being that it is a 65 Comet, I would say a 27 inch diameter tire would be about the limit, 28 if you measure the wheel back space right.

Before you invest in a set of 20s, better buy some Baer Claws if you intend on stopping. Larger rims act like a breaker bar on the breaks, reducing their effectiveness.

I really hope not, that is too ugly a concept to easily contemplate.
